We get this question almost every week. An event planner on a call, a brand marketing lead in an email, someone catching one of us at a trade fair: “Bilbao or San Sebastián, which one should we choose?”
Quick answer: Bilbao wins on scale and value for conferences, trade shows and product launches over 200 people. San Sebastián wins on intimacy and gastronomy for smaller, higher-value gatherings of 10 to 400 people. Most planners who ask this question end up needing both, since the two cities sit about an hour apart.
We’re a destination management company built entirely of people who grew up in this region, not consultants who flew in to study it. So we’re answering this the way we would a friend: what each city is actually built for, what things cost, and which one fits your brief, whether that’s a board dinner for twelve or a product launch for six hundred.
Bilbao: the city that reinvented itself, and we got to watch
If you grew up here, you have a specific memory of the río. Not the river it is now, with the Guggenheim’s titanium catching the evening light and people cycling home along the walkways, but the working river that came before it, lined with shipyards and steelworks. Our parents’ generation built their lives around those docks.
Then the Guggenheim opened in 1997, and Bilbao did something few industrial cities anywhere have managed. It turned itself into one of Europe’s great design capitals, on its own terms, without losing what made it Bilbao in the first place. We tell this story to corporate groups constantly, and it isn’t a marketing line. It’s what we watched happen, street by street. There’s no better opening story for a leadership offsite or a change-management conference than a city that rebuilt its own identity through sheer will. We just point out the window and let Bilbao do the rest (we go deeper into this transformation, and the venues it produced, in Bilbao: The Hidden Star of Corporate Events).
That history is also why Bilbao works the way it does for MICE business today. This is a city built for scale, and for range.
Bilbao’s key venues:
- Euskalduna Conference Centre — shaped like the ship it stands where, locals will happily tell you. Seats over two thousand in its main auditorium, with eight further rooms for breakouts.
- Bilbao Exhibition Centre (BEC) — a short drive out, handles events for up to twenty thousand: trade fairs, product launches, big brand activations.
- Tiny casas de comidas seating sixteen for a board dinner, riverside terraces for a relaxed team afternoon, and pintxo bars in Casco Viejo where thirty people eat brilliantly for what a single conference lunch costs elsewhere.
The airport connects straight across Europe, with new Scandinavian routes landed just last year, and value goes further across the board: hotels, catering, venue hire. If you want a big, generous programme without a big, generous budget, this is where that becomes possible.

San Sebastián: confidence that never needed proving
San Sebastián’s story is different, and ask any of our team who grew up along that bay, they’ll tell it with a different kind of pride. This is a city that has always known what it is. La Concha has been one of the loveliest urban beaches in Europe for over a century, and the food speaks for itself. Donostia holds one of the highest concentrations of Michelin stars per square metre anywhere in the world. Growing up here, you assume every grandmother cooks like that, until you leave and realise yours was the exception, not the rule.
San Sebastián’s key venue: The Kursaal, Rafael Moneo’s congress centre sitting right on the water, is one of the most admired conference venues in Spain. It isn’t built for twenty thousand people and never wanted to be. It’s built for the mid-size, high-value gathering where the room itself does some of the persuading: sixty delegates, four hundred delegates, a leadership team wanting a closing dinner nobody forgets.
San Sebastián asks a little more of a budget than Bilbao does, and it gives you something distinct in return: a level of polish and gastronomy that turns a product launch into an unveiling, a board retreat into a dinner for eight in a room built for exactly that, a closing gala into the kind of evening people still mention a year later.

The story most planners never hear: the txoko
Here’s something we rarely see in corporate-travel content, because most people simply don’t know it exists. Tucked through the old towns of both cities are txokos, private gastronomic societies, some close to two hundred years old, where a cuadrilla (a tight-knit group of friends) gathers behind an unmarked door to cook, eat and talk for hours. A txoko isn’t a restaurant. It doesn’t take bookings. It opens for someone with a genuine relationship inside it, and for nobody else.
Some of us have family memberships passed down two generations. When we bring a corporate group into a txoko for a private dinner, it isn’t something we sourced off a supplier list. It’s a favour called in, a relationship spent, an evening no booking platform on earth can produce because there’s no booking page for it. For a brand wanting to give top clients or a leadership team something a competitor genuinely cannot replicate, this is it. Quietly, it’s one of the warmest, most memorable experiences we can offer at any price point, because the magic here was never about money. It’s about who welcomes you through the door.
Matching the event to the city, and the budget
We think in terms of the brief, not the postcode.
Large conferences, trade shows and product launches (200+ people): Bilbao, almost every time. Euskalduna and BEC give you the capacity and AV infrastructure to go big, at a friendlier cost per delegate.
Board meetings, leadership retreats and executive dinners (10 to 40 people): either city works beautifully. It comes down to tone. Bilbao gives you architecture and momentum. San Sebastián gives you gastronomy and intimacy. We’ve put board dinners in a sixteen-seat Bilbao dining room and in a San Sebastián txoko in the same month, for two clients with very different personalities. Both were exactly right for who they were.
Incentive travel and reward trips: this is where the cities stop competing and start working together. Working sessions in Bilbao, then the reward portion (the coastal walk, the pintxo crawl, the Michelin dinner or the txoko evening) in San Sebastián. It’s the single most requested itinerary shape we build, and for good reason. See how we approach this kind of pairing across our wider portfolio in Incentive Travel Agency.
Budget-conscious team events: Bilbao is a joy for this. A pintxo crawl through Casco Viejo, a game of pelota, a hands-on pintxo-making session, real Basque culture, warmly delivered, at a fraction of the cost of a scripted “cultural experience” elsewhere in Spain.
There’s a whole region between these two cities worth knowing about
We’d be doing you a disservice if we let this stay a two-city story, because the truth is Bilbao and San Sebastián are just the two ends of something much bigger.
Less than an hour inland from either sits Vitoria-Gasteiz, the Basque Country’s quieter third city and its official capital. A genuine MICE destination in its own right, with its own congress centre and a reputation for sustainability that increasingly matters to the brands we work with. Very few planners outside Spain have heard of it, which is exactly why it’s worth mentioning.
Just south again is Rioja Alavesa, wine country with some of the most striking architecture in Europe sitting among the vines: Frank Gehry’s rippling hotel at Marqués de Riscal, Zaha Hadid’s Ysios bodega curling like a wave against the Sierra Cantabria (we cover this stretch of wine country, and others like it, in Luxury Winery Venues in Europe for Corporate Events). We’ve walked groups through a morning of meetings and had them in a private bodega tasting by early afternoon, and the shift in mood is always the same. Delegates who arrived tired leave looking like they’ve had a proper day out, because they have.
And the coast either side of Bilbao and San Sebastián has its own quiet magic worth building into a longer programme: Getxo’s belle-époque seafront and its swinging bridge, Mundaka’s famous left-hand wave and fishing-village calm, Zumaia’s flysch cliffs cutting straight into the Atlantic, Getaria’s harbourside grills and Balenciaga’s birthplace, Zarautz’s long surf beach. None of these need a full day to justify themselves.

A half-day here, folded into a longer incentive trip or an extended board offsite, is often the difference between a trip people enjoyed and one they talk about for years. This region rewards planners willing to look a little further than the two obvious names, and we love nothing more than showing people what’s just beyond them (for other under-the-radar picks across the continent, see Undiscovered Corporate Retreat Destinations in Europe).
Why we stopped picking sides
Almost nobody writing about “Bilbao vs San Sebastián” says the obvious part out loud: the two cities are about an hour apart. We drive it constantly. Most weeks, someone on our team is in Bilbao by breakfast and San Sebastián by lunch.
That closeness is exactly why one of 2026’s biggest shifts in corporate travel, what the industry calls bleisure (business and leisure woven into one trip rather than kept apart), plays out so naturally here. A conference at Euskalduna on Tuesday and Wednesday, and by Thursday afternoon the same group is walking La Concha bay ahead of a reward dinner in a gastronomic society most visitors never even know exists. We’ve watched that pairing lift the energy of an entire trip more times than we can count, and it’s usually our favourite kind of programme to build. It’s one of several shifts we’re tracking closely for the year ahead, alongside the wider trends covered in The Event Industry Outlook 2026.
Getting the destination right is only step one, of course. Once the venue is booked, proving the trip actually worked is its own discipline, one we walk through in Mastering Event ROI with the VISION Method.
Frequently asked
Which is the better MICE destination, Bilbao or San Sebastián? Honestly, they’re both wonderful, and the right answer depends on your event rather than either city being “better.” Bilbao is the natural home for larger-scale conferences, trade shows and budget-conscious groups. San Sebastián shines for smaller, higher-value gatherings where gastronomy and intimacy matter as much as the agenda.
Can you combine Bilbao and San Sebastián in one corporate trip? Yes, and it’s one of our favourite things to build. The two cities are about an hour apart, so pairing a working conference in one with a reward evening in the other is genuinely easy to do well, not a logistical stretch at all.
Is Bilbao or San Sebastián more affordable for corporate events? Bilbao tends to be the friendlier option on budget. Hotels, venue hire and catering generally cost less there than in San Sebastián, which carries more of a premium across the board. Both offer real value for what they deliver.
What is a txoko, and can a corporate group book one? A txoko is a private, members-only Basque gastronomic society, and one of our favourite pieces of local culture to share. It can’t be booked commercially. Access only comes through a genuine relationship, which is exactly what a destination management company with real roots here can offer that a booking platform never could.
What’s the best way to combine Bilbao, San Sebastián and the wider Basque region in one programme? Most of our best-received programmes run meetings in Bilbao, add a half-day detour to Rioja Alavesa or the coast, then close in San Sebastián with a reward dinner. It keeps the working days efficient and the closing days memorable, without adding real logistical complexity given how close everything sits.
